Nvidia is the winner in Windows, now Intel Arc beat Radeon on Linux, where Radeon will go now?

Why AMD not invest more in ROCm, video encoding, and open source driver (such as Mesa) for Linux before Intel Arc did? I see this land is still very empty unless sales of Intel Arc have beaten Radeon.

Beating the stability of the Nvidia driver on Windows, in my opinion, is impossible if AMD uses its proprietary driver.

I don't understand AMD's business point of view, I hope an AMD employee will answer my question from AMD's business point of view. Thanks

What I mean by "invest more" is to get involved in Mesa development (including the video encoder) and even stop development of proprietary drivers if necessary
