My Laptop's CPU goes 0.39GHz randomly when I'm charging

I have a HP 15-e3000 laptop with the Ryzen 5 5625G APU. Whenever I play games while charging (any game, Dota 2 or Valorant), my CPU Clock speed locks to 0.39GHz for 30s-2mins. This is really frustrating as I have to charge the laptop first 100% before I play games, because when I use the laptop unplugged, there is no such issue.
