Are there any drivers for Radeon RX 570 planned for Windows 11? Current version does install, but does not allow to open Adrenalin Software.

Same as with all Win. insider preview build, the drivers for current 'Released to Market' builds may or not work  correctly.

You are supposed to use the driver supplied my MS and report any issue to the hub.

There will be no driver pkg from amd until Win.11 Hits RTM status.

I have the latest 21.6.2 in win 11 with adrenalin working.

You have the inside preview or leaked isos?

Insider build - update from Windows 10.

I have 21.6.1 - and it once works, once doesn't.

Strange issue.

Try unistall with DDU, maybe this can solves any incompatibility.

Another possible fix 

using command prompt (admin)

DISM.exe /Online /Cleanup-image /Restorehealth

sfc /scannow
