There are many possibilities why you have that issue. And you should maybe provide more information first.
What GPU are you using?
What OS are you using?
What driver version are you using?
Did you try different drivers? Did you try ddu or amd cleanup utility and reinstall the driver?
Did you try the game with and without framegen?
Did you try to verify the game files via the option in steam
Are you using a legit copy of the game (have to ask)
And last but not least, there has been an update today. So, maybe it was fixed?
