I have this problem in Microsoft edge (when Hardware Acceleration is on) and Honkai Star Rail since AMD Driver Version 24.2.1. not the AMD overlay, but actual application has weird color as if gamma too high.
Now I'm using 24.1.1, never have that problem anymore. already reported via Bug Report Tool.

Could it be an issue with Win.11 auto hdr or auto color management?

I don't know, my monitor (Acer Nitro KG243Y) does not support HDR
