Whenever I try to install graphics drivers for my Radeon HD 7470, I get a BSOD.

(Plug and Play detected an error most likely caused by a faulty driver, 0x000000ca)

Try the AMD cleanup utility before the new driver install : https://www.amd.com/en/support/kb/faq/gpu-601

or DDU if you prefer , but the AMD version has worked  well for me the lat 6-7 months with my XTX . 

The Cleanup Utility is also a  AMD prefered/suggested thing to use before all gpu driver updates . 

added note: turn off any virus programs before install .

Your grapics card is ancient. And i really mean ancient. I guess you are trying to install the old legacy drivers for your graphics card model, right? Look, i don't want to be sarcastic but if you don't have money to replace your "relic" then you shouldn't probably had a pc. And no, i am not even gonna suggest the DDU solution because it is not worth it.
