Depends on what you're doing. I've used ReLive quite a bit for in-game recording. You can use hotkey combinations to start/stop recording and you don't need to install anything as ReLive is built into the AMD driver package (as long as your GPU is supported). I use the HEVC option for encoding and the videos it produces are quite nice at 60fps.
OBS is better for doing demonstrations, recording desktop activities, etc. and allows more granular control over editing. I haven't used OBS in awhile, and there may be some issues with it based on hardware decoding issues since Adrenalin 23.2.1 was released.
