tldr;
Windows sees the HDMI connected TV as pc screen only when sole display. when i turn on the secondary display (either by displayport or hdmi) this last one is being set as monitor 1/pc screen.
problem is, AMD frame generation won't work in some games (diablo 3 and 4) if TV isn't seen as "primary".
i want and need to use both monitor at the same time, so, either Windows let us set monitors differently, or AMD fix this.
also, until yesterday i could finally (since last try) use AMD frame generation in those titles even when both display were on... until Microsoft "gently" pushed an automatic driver update (same usual newer driver not yet supported) and screwed it once again.
