Yes I am still having issues related to stuttering and down-clocking (after latest drivers). The issue is easily duplicated, and has not been resolved. I recreated it for you on the spot as you can see in the image utilization is high but clocks drop for no reason. Chill is not enabled (it makes no difference either way), and a stutter is felt during downclock. In the game I am standing in the exact same spot.
