23.9.2 BSOD's on Vega 64

Vega 64 w/ 23.9.2
Win 11 Pro, Version 10.0.22621 Build 22621

Been chasing some very strange issues. BSOD's on PUBG to start with, repeatable, and fast enough that I couldn't note anything down. Was then able to repeat these crashes further with a combo of Y-cruncher and Furmark - at completely stock settings, no overclocks on ANY component. Even cleared CMOS.
DDU'd the drivers a few times, and was still able to reproduce these crashes on every single install. Also re-downloaded the drivers in case the original one was bad.
Ended up tearing the PC apart and running ONLY essential components.  Still kept crashing.

At this point I went into the Performance Tuning menu of Radeon Software to see if I could mess around with power limits and clocks.

Not only were the graphics displaying incorrectly (I had noticed this WELL before the crashes, but thought nothing of it), but applying settings caused an instant BSOD.
Even just *enabling* GPU Tuning and Advanced Control would cause a crash, without even editing any values.
Ran the dump file through WinDbg, here's a cut down summary of the log.

After rolling back to 23.8.2, I cannot produce any crashes. The Performance Tuning UI is also back to normal.
