Hello,

Adrenalin 2019 Edition 19.5.1, 19.5.2, 19.6.1, 19.6.2, 19.6.3, 19.7.1, 19.7.2, 19.8.x & 19.9.x  overlay is unstable. I clean install Win 10 Pro 1903 with 19.5.2/19.6.1.

19.5.1/19.5.2/19.6.1/19.6.2/19.6.3/19.7.1/19.7.2/19.8.x/19.9.x :

Performance Metrics Overlay gauges experience inaccurate fluctuating readings on AMD Radeon RX 480 8GB. 
GPU VRAM UTIL still jumps from 10 to 10000 times (ex. 1 GB = 0.1GB to 0.0001GB).

19.5.1?/19.5.2/19.6.1/19.6.2/19.6.3/19.7.1/19.7.2/19.8.x/19.9.x :

0% bug with "CPU UTIL" is back on 19.5.2. Not work again with AMD FX.

Are you on the latest version of chipset drivers? If you are using the latest, then it sounds like it's time to provide driver feedback.

Before giving driver feedback, you might also give a clean reinstall, with DDU doing the clean from safe mode.

Latest driver 19.5.2 installed on clean latest stable Win 10 Pro 1903.

Vulkan API initialisation bug

Problem is in driver initialisation. Vulkan games as Rage 2 works without problems but GPU is Unknown. I download Vulkan Hardware Capability Viewer and TechPowerUp GPU-Z and here is GPU still Unknown AMD GPU.
