I also have problem. I have only one monitor physically attached although I sometimes connect to another via usb docking station. I have the problem with my laptop unattached using the latest driver 19.4.1 and have had this problem for probably over a year. The gpu may have never worked correctly. The last Driver I found to partially work is 18.5.1 It has no lag when mouse pointer trails are on. The other features don't work correctly probably being an old driver. I have a Radeon R4 which I know is not the newest. I have tried many fixes. Thanks.
