Please check the latest BIOS version for your motherboard and select <Balanced> as power plan on Windows Control Panel>System & Security>Power Options.
IMO you shouln't be worried about EDC value at 90 or 100%, is a normal behavior when the power plan selected is <AMD Ryzen> or <High Performance>
akitermoun, Ryzen Master (RM) is telling you that the CPU electrical current has run out of headroom. You have the option of enabling Precision Boost Overdrive and increasing the limit on EDC and allowing the CPU voltage and clock to increase. This will allow your system to run faster - overclocking. Please remember the AMD warnings that overclocking will VOID your processor warranty. PPT, TDC, EDC and CPU Temperature will all limit the CPU voltage and clock to bring the processor within limits.
