Hi all,
I used DDU uninstall AMD driver in safe mode, and update to Adrenalin 2019 Edition 18.12.2.
After restart PC, AMD setting can't open anymore, I suspect it is a problem with the operating system, so upgrade from Windows 10 1803 x64 to Windows 10 1809 x64, but the situation has not been resolved.
So I used amd cleanup utility uninstall AMD driver in safe mode, and update to Adrenalin 2019 Edition 18.12.3, but the situation continues to happen.

Be cautious with using DDU--even the creator advises people not to use it on a routine basis--only in emergencies. Reason is that sometimes DDU can yank out a file here or there that shouldn't be yanked--and so something that should be present is missing, or vice-versa. That's why he puts out new versions for every driver release, etc. I don't use it myself--only because I've seen no reason to use it in a long, long time. I've had no trouble with the standard install software included with the Adrenalins. I would advise changing your Display adapter in the Device Manager to VGA, and then trying a Clean Install of the 2019 Adrenalins. If that doesn't work then install 18.12.1, or another earlier driver. When that is successful, then do a Clean install of 18.12.3 and cross your fingers! I think it's no more serious than a file or two are garbled/missing, and the install process needs to rectify that. Keep trying--but I would think an earlier driver Clean Install should work--after that the 18.12.2/3 installation should be a snap.
