What is this Performance Profile Client package in Radeon 17.9.1?

Since I updated my Crimson drivers to 17.9.1, I've noticed two processes running in the background, always eating a small amount of my CPU: AMDPPCAC.exe and AMDPPCM.exe. Both are 32-bit processes, both are running out of one folder (C:\Program Files (x86)\AMD\Performance Profile Client) and they both constantly consume a small amount of CPU each (~ <1.0% on my FX 9370 CPU).

I can't find much information about this "Performance Profile Client", can anyone give me some details as to what's going on?

Edit: When I run AMDPPCDU.exe from the same folder, a command prompt window opens with a line of text reading "Sending:{"guid":"98C7E304-[removed]","loc":"United States","lang":"eng","time":"9/22/2017 7:25:24 PM"}"
