Vega RX 64 does not idle after gaming - 100% activity

I recently noticed that after any game I've played that the Vega RX 64 remains at 100% activity and does not idle down. The clock speeds also remain at max and the temp doesn't drop below 74C, about the same temp as when I'm gaming. The only way to get the graphics card to idle down is to reboot.

Has anyone else experienced this?
