GPU clock not lowering on idle

Played ARK Survival Evolved and when I shut the game down the CPU clock remained on 1406. Temperature also can't go any lower than 60 degrees, even though my fans are at 100% all the time. I suspect something is using the GPU in the background but Malwarebytes didn't detect any viruses.



I have an MSI Gaming X RX 480 8GB and am using Afterburner for overclocking.


Edit: Downloaded Process Hacker and it says that GPU usage is normal (around 3% on desktop) but the clock still won't go down, manually lowered to 650 (lowest Afterburner would let me) to reduce power consumption.


Edit 2: It seems that the card keeps applying Afterburner settings even when the program is off/uninstalled, I restarted the computer and the fans started spinning on 100% right away. Can I somehow fix this?
