Chrome Hardware Acceleration Problem With Lag

When hardware acceleration is enabled, Chrome lags. The parts that lag are switching, closing, opening tabs, loading webpages is a little slow, interacting with other Chrome buttons are also laggy. But everything else works fine. Video playback is fine. Chrome is like this even when there's no extensions, both Chrome and Windows are fresh clean installed and everything is cleared, even with that it still has lag problems. The only solution to fix the lag was to disable hardware acceleration, which works but disabling it causes video playback to be laggy. Any solutions?, would appreciate any help.
