Suspicious files in system32 folder claiming to be AMD related

I have recently encountered a folder located in my system32 folder called ÿÿÿÿÿÿÿÿ8. Inside the folder, there is another folder named AMD that contains its own folder called DxCache. Inside the DxCache folder are two .bin files that are 64kb in size. They have Random and Scrambled names and When my Antivirus attempts to scan them it returns the error "returned SAV Interface error 0xa0040210: The file could not be accessed". I presume these files are part of AMD Drivers and can't be accessed because they are in use, but i still would like to know what these files are and if they are safe and legitimate. Thanks in advance
