Additional information on this problem:
The system is now (after a couple hours) giving a "thread-stuck-in-driver" error, as well as an "atiadlxx.dll is not designed to run..." error.
The "thread stuck in driver" has been a consistent problem with both of these systems since I first installed the OS's.
One of the systems was just fully reinstalled to get rid of it, hoping that a new installation would fix it.
All of which points to bad drivers, but they are the defaults that come with the O/S, and I hope would provide stability, if not the latest features.

1.Windows update more likely. Try to restore your systems to restore point
2.Probably you really need to reinstall AMD drivers.
3.You may disable Radeon settings from auto start (CTRL+SHIFT+ESCAPE>auto start(fourth tab))
