You need to force application to use APU graphics.Use Power saving mode for application that need VCE support
Your APU is not in the list.
So what about the wikipedia Video Coding Engine - Wikipedia
It says that Beema or Mullins architecure have VCE
Maybe your APU can support VCE.Run this test and you will know for sure

It looks like your A8-6410 doesn't support VCE.Maybe R5 230m does (but i doubt), but to check that fact, you need to disable dual graphics and force application to use R5 230m.I am afraid that such scenario is not possible for laptop dual graphics system.
Well i guess that's it, the thing that confuse me is that in amd webpage it says VCE is supported
