Problem: My cpu is 4.0GHz but when it set to default 4.0GHz prosessor start heating and due to overheating my PC

shut off. I replaced thermal paste on cpu again , checked PSU even I bought new. Checked BIOS setup and setup is set to Standard.

No overclocking.

When I set my CPU to 3.4GHz its run normal but I see performance drop in game,

My question is 1. why my cpu overheating, is that cpu manufacturer peoblem or from my side?

2. Why I set my cpu to 3.4GHz when it has 4.0GHz speed.

Plz guide me what should I do?
