I'm trying to buy an r9 7900 from a local store amd partnered store. But they said that I need to purchase a system that contains both a qualifying AMD Ryzen CPU and a qualifying AMD. Is that how it works? Hard to buy parts from amazon because of import fees.

Only certain AMD hardware is valid for the Starfield bundle promotion. You can check out which CPUs and/or GPUs qualify here in the rules: https://www.amdrewards.com/terms.
