AMD EPYC 7702 64-Core CPUs with letter D on the bottom right of the heat spreader built at Penang factory do NOT work. Tested with 5 HPE servers of 2 different types, and a Supermicro server. Total 9 CPUs tested, 2 from Suzhou and 2 from Penang which do not have a letter D work, 5 from Penang which do have letter D do NOT work. After a three month support case with HPE, this is unresolved. The non working CPUs have a letter D at the bottom right, built at Penang factory. The working CPUs do not have letter D at the bottom right. This could be a firmware issue but HPE was unable to solve it so far. All servers are fully firmware updated and officially support 2nd Gen Rome CPUs.
Note that 7452 32-core CPUs all work with or without letter D. This issue only happens with 64 core 7702 processors.
When these CPUs are installed, the server freezes at the early initilization before the BIOS screen and no logs are generated at all. After a working CPU is put back in the server, the server will boot but with a NVRAM corruption error and none of USB ports are powered until a clear of settings, after that they work normally. Supermicro motherboard (rev 2.x) does not output any video at all.
Several different memory modules, power supplies were tested without any effect.
