I have a dual-socket rack with EPYC 7763(Motherboard: supermicro H12DSG-O-CPU,1TB Ram, red hat 8.7) and follow the official HPC guide to tune the machine. It mentions diable C2 state could improve performance, so I first disabled `DF C-States` at bios and used `cpupower idle-set` to disable C2 state for all the cores. But then all the cores are locked at 3100MHz as attached and making the performance so much lower. EPYC 776

3 is supposed to boost to 3.53MHz, so I'm wondering why this happened.
