Microsoft's Windows processor requirements include:
AMD Opteron and AMD EPYC processors are only supported on Windows 10 Pro for Workstations and Windows 10 Enterprise.
There is no driver for Windows 10 of AMD SP3 EPYC series chipset, but is there no guarantee that AMD will run Windows 10 on EPYC series?

Usually system OEMs would have their corresponding client system logo'd, and such drivers provided on their website.

AFAIK Windows 10 Pro should run on it as the operating system core is the same for Windows Server etc.
Drivers will likely be on Windows update which is increasingly popular for hardware vendors who can focus on new products with less worry about running support servers etc.
Windows 10 Pro will support up to 2 sockets fine. After that you need Windows Server.

Very late to the party but for those still looking that happen upon this thread, as of late 2024, the best solution I've found is AMD_Chipset_Drivers_2.18.30.202.exe. The file was found on Gigabyte's website at https://www.gigabyte.com/us/Enterprise/Server-Motherboard/MZ31-AR0-rev-3x#Support (note that it's the Rev. 3 variant).
Using these chipset drivers, I've successfully installed Windows 11 Enterprise 23H2 on an EPYC 7K62 (48-core, 2.6Ghz) system with no unknown devices in Device Manager. In particular, the AMD PSP (built into the CPU) is fully enabled with these drivers, which is not the case with previous AMD chipset driver versions I've found.
