The processor you're asking for, "same performance as the AMD EPYC 7F72 but at 180W", does not exist. You have to decide what is most important for you: power consumption, core count, core frequency, etc. Knowing your workload will help you make that decision, and it will also help you decide which benchmark to look at for guidance of your processor selection. If you're simply looking for SPEC CPU 2017 results, then going to http://spec.org and searching for the results will help. That website will also include SPECjbb 2015 for java workloads, and many others. http://tpc.org will contain results for various other workloads, and then there's also VMware's VMmark results for virtualized workloads.
