Is this still true:

From Redstone 3, the Windows Balanced Power Profile now contains the changes that made the Ryzen Balanced Power Profile Unique, but with the added benefit that the processor can now lower voltage and frequency when idle.

Or does the AMD Ryzen™ Balanced Power Profile supports this today?

I have the version installed that comes with the amd_chipset_software_2.04.28.626 package (version 5.0.0.0 for Windows 10 I believe).

Yes, it's true. As you can see, clocks lower under idle conditions with Windows Balanced.

I use the power saver to reduce spending on power. When I play games my CPU and GPU step up on demand.
