Smart Access Memory / resizable bar support for Intel CPU is up to mainboard vendors. To my knowledge (source: Computerbase de), the following vendors have announced bios support on 400 series mainboards/ provided it : Asus, Asrock, MSI, Biostar.

It‘s best to check the mainboard vendors‘ pages for details.

If the system supports resizable BAR (which is not Intel technology, but part of the PCIe spec) then the card will see it and support it.
