I use Premiere Pro and it requires a CPU that has a SSE3 Instruction set.  Why this information is not listed in the Specs is beyond me.

Does the Ryzen 7 (3800) have a SSE instruction set?

This information needs to be included in the Specs.

You mean the Ryzen 7 3800X, I couldn't find any Ryzen 7 3800. But yes I believe all Rzyen processors supports SSSE3: http://www.cpu-world.com/CPUs/Zen/AMD-Ryzen%207%203800X.html
