so like this has been going on for a while and i made many post about it but no one has seem to find the issue all my parts are new il list them below but i get 60fps with V sync on and then some stutter sometimes all the time sometimes micro stutter sometimes every few mins but V sync off screen taring i know is normal but a lot more stutter but higher FPS but 60 fps with V sync on and it drops to 50 or so but if its at 60 and it drops to 59 it stutters so like i updated everything to the last update tried switching parts but still the same so what could it be i also turn down graphics settings but that did not help at all not sure what it could be
