I swapped out a Ryzen 7 1700 for a Ryzen 9 3900x. Computer recognizes it, BIOS recognizes it, no debug lights on my motherboard. Problem is, it won't boot to windows. The windows logo pops up, but it immediately crashes and restarts before the login screen appears. I am using an older B350 motherboard, however I have the most recent BIOS update (11/29/2019). When I put my Ryzen 7 1700 back in, everything works fine.

Ryzen 9 3900x
MSI PC Mate B350 motherboard with latest BIOS
700W PSU
16GB RAM mhz 2400
GTX 1060 6GB
Is it because it is only 2400 mhz RAM and not 3200 as recommended? Do I need a clean OS install? I see no damage to the CPU, and I'd really hate to return it if it's something on my end.

I have some DDR4-2400 and AMD processors across the board should be able to use it fine
try overvolting the memory and use a clean install of windows whenever you change processors

Changed RAM from 2400 to 3200 in the BIOS and did a fresh OS install. Currently up and running. Thanks.
