Ryzen 7 5800x all cores stuck at 500Mhz

I just built a computer with the following specs:

  • Ryzen 7 5800x
  • Asus ROG Strix X570-e Gaming (upgraded to latest bios, currently version 4021)
  • 16GB Corsair Vengeance LPX 3600 C14
  • 2TB WD_BLACK SN850 NVMe
  • Corsair HX850
  • Corsair iCUE H100i RGB Pro XT
  • EVGA GTX 3060 12GB
  • Windows 10 Pro

The first thing I did after updating the BIOS, installing the motherboard drivers, and installing Windows 10 is install Geekbench 5 and run a CPU benchmark. The results are pretty terrible: single core score of 81 and an equally terrible 546 for multi-core score!

After looking at the output, one of the things that jumped out to me was the Maximum Frequency of 536 MHz. I wanted to make sure this wasn't a bug in Geekbench, so I downloaded CPU-Z and ran a CPU Benchmark. Sure enough, it showed all of the cores maxing around 530MHz.

I went back to the BIOS and confirmed that the Core Frequency was set to "38.00".

Not sure what else to try, I did some googling and found the following suggestions, each of which I tried:

  • Install latest chipset drives from ASUS
  • Remove ASUS chipset drivers and install AMD drivers instead
  • Change the Windows Power Plan to "High Performance"
  • Set the CPU Maximum Frequency in Windows Advanced Power Settings
  • Reinstall Windows

Since none of that worked, just for the heck of it, I decided to try the EZ overclocking feature in the ASUS BIOS and ran a simple overclock to 4.2GHz. I then logged back into Windows and Geekbench 5 again and got only slightly better performance: https://browser.geekbench.com/v5/cpu/11485476

I'm not sure what else to try. Before building this system, I had read that there were some compatibility issues with Ryzen 5800x and the X570 chipset but it sounded like all of those problems had been resolved with newer BIOS versions. Any help would be appreciated.

I ended up replacing the motherboard and that resolved the problem.

This person appears to have the same problem. No official solution listed but it sounds like this is a hardware issue, though it's not clear whether this is a motherboard or CPU problem.
