Ryzen 7 2700X high idle temperatures help

Hello there

First of all let me specify my specs

Specs:

CPU: AMD Ryzen 7 2700X

Mobo: ASUS ROG STRIX X470-F GAMING

GPU: KFA2 GeForce RTX 2060 Super OC (8GB)

RAM: Corsair Vengeance LPX (2x, 8GB, DDR4-3000)

Case: Sharkoon TG5 (Midi Tower)

Fans: Corsair LL120 (4x, 120mm)

BIOS: American Megatrends inc. 5006, 17.06.2019

Description of Original Problem: Now here is the thing. My CPU is running at about 56-58°C in idle which is higher than normal from what I hear. I dont mind if my CPU sits at that temperature because its not in dangerous territory. The problem is that my fan curve starts to ramp up from 60°C – 70°C and with the stock cooler this is rather noisy and really annoying, because sometimes when i do very basic things like opening chrome or something my temps jump to over 60°C (and as a result of that my cooler just gets really loud for a second) which i dont think is appropriate. My bios doesnt allow me to set the fan curve much further to the right and i also dont want to do that because it shouldnt be necessary. I searched and tried for several hours now but nothing seems to really work.

Does anybody have an idea on how i can get my temps (or noise) down or what could be causing this?

Troubleshooting: Ive tried changing power plans from Ryzen Balanced to Windows High Performance and now ended up with Windows Balanced. I also messed around with the PBO settings in the BIOS (even off didnt change anything) but now have it back to the normal auto setting.

Jake_3, your system is NOT idling.  Four cores are running over 4GHz and the other four over 2 GHz.  Thanks, John.

That screenshot shows your system is far from idle.  Look at the power draw figures.

If you're unhappy with the stock cooler acoustics, then the easiest option is to get a better cooler.  Not sure what prices are like in Germany (or thereabouts), but in the US about $35 will get you a Cooler Master Hyper 212 variant that will very silently cool that chip.
