Ryzen 5 3600 won't post on new motherboard

Hello everyone!  So i built a gaming pc during the COVID shutdown.  I bought the Ryzen 5 3600, a Gigabyte B450M DS3H, a 16bg set of G.Skill ram (2x8gb) and a GTX 1650.  It was working just fine.  A few months ago, i found a great deal on a GTX1070OC and it was a dream match with this setup.  About a week ago, my computer wouldn't boot up at all.  I was getting power, CPU/fans/GPU/motherboard lighting up but no display and no post based off of the speaker.  I couldn't get any beeping at all.  After tons of trial and error, i decided to grab a new motherboard and just picked up a Gigabyte B550M DS3H AC.  I had something similar happen to me with an old Dell, a mobo swap fixed the problem so i was hopeful for the same. 

Sadly, 2 days of troubleshooting later here we are.  Im getting the same issue; power to the board and the components, but no display, no POST.  

 

Here's what i've tried;

Pulled 1 stick of ram leaving just 1 in the board, trying in all slots; no post/no display

Tried 3 different GPU's, a GTX1070, GTX1650 and GT1030; no post/no display

4 different HDMI cords with the above cards; no post/no display

reseated the CPU and checked for any bent pins/thermal paste; no post/no display

tried 2 different PSU's; no post/no display

completely removed the board and repeated all steps above to rule out the case possibly shorting the board; no post/no display

tried multiple different BIOS updates via Q-flash per Gigabyte's specs; no post/no display

cleared CMOS by battery and by jumping the pins; no post/no display

 

Im assuming the CPU is still good, it's never been overclocked and has never been ran even remotely hot.  Everything i've thrown at this cpu couldn't even make it break a sweat. 

I'm at a total loss.  Does anyone know if possibly this could be the CPU being dead?  Or maybe something else to try that i may have overlooked?
