Can't decide which would be better.

This will NOT be for games.

The lower TDP may suit the small case?

I will NOT be overclcocking.

Thoughts please?

Also I will running 16mb 2400 DDR4 ram, will this be OK

Going by the numbers the 2600X outscores the 2700 in Photoshop, so I'd go with the 2600X. As for RAM, what you will be doing with it won't make a heck of a lot of difference between 2400 and 3200.
