Yes this happens when you have core performance boost enabled in bios. I turned it off and my 2600 runs at 3400 instead of 3700.
You could also also be running overclocking software to increase the cpu timing, I have a gigabyte board which uses fine tune software which can boost the speed
Btw does your edc read 99% al time in Ryzen master even with Ryzen balance plan enabled? Just asking cuz mine does and that why I had to turn the boost off
