ryzen 3 1300x clocking at 2 cores instead of 4

my pc has been having issues with texture rendering and audio bugs so i called my friend and we got into a discord call and we were trying to figure out how to fix it and we discovered that my cpu is clocking at half the cores as what it is supposed to be. please help.

jettyhd, what is a "discord call"?  Please post a screenshot of Ryzen Master (RM) - simply drag-n-drop the image into your reply.  Please do a Clear CMOS using your user manual instructions.  Where did you get your OS?  If it is not a fresh install, that is probably your problem.  Thanks and enjoy, John.
