Hey my R7 5700X when at stock settings the pc boot but can't reach windows , the only way i found is to overclock the cpu clock ratio from auto to 4.3 ghz and DVID to + 0.175 v like that it will boot and be stable everything higher than 4.3 ghz is not stable , but the question is why can't boot to windows with everything at stock .

My psu is 750 watt i have 32 gb ram at 3200 mhz when enabling xmp and RTX 3070 

Motherboard is gigabyte B450m ds3h cf . 

Is the motherboard the problem ? It cannot run the cpu at its maximum speed which is 4.6 ghz ?

Is that the correct mobo model, can't find it on gigabyte website?

Did you update the mobo bios (supported from/after Feb. 2022 bios date) from what i could find on other ds3h models.

In their website is called B450m ds3h rev.1.x and yes i have updated the bios just last month the version is f64 if im correct
