i get these weird hungs or frezes for a second and sometimes they follow 2-3 in a row and they are random but exactly the same freezes when monitored with msi afterburner when the freezes happen th frametimes go up 300 something ms

power procent for gpu drops close to 0%
cpu temparature under load 60-70c
gpu 50-65c
power limit spikes
no load limit drops
voltage loimit drops
cpu 5 and 9 usage slose to 10% others are all ovcer the place
clock mzh is consistant 4,2 rarely while loading levels drops to 3.6 for a split second
ram usage consistant
frame time drop to 18 or 10 when the stutter is happening and 1%low and 0.1%low is 2 in all games
when the stutter happens there is a cpu spike close to 100% and a gpu drop to 60 or less %

updatred bios old to new
changed ram
psu from 600w to 850w
smt bios new hdd
and 3x new windows instal
all kinda windows settings antiwirus
i feel like ive tried everything can ayone help me maybe?
