I ordered an amd processor with a cooling system included, but when it arrived the cooling system was not with it. Where do I go to get this taken care of?

Go back to the seller, sounds like they sent a 'Tray' version, has a different part/product number to the 'Box' version.

Is it possible to know which AMD Processor you ordered? Not all have a CPU Cooler bundled with the processor.
