Іs it normal or not that the text "DIFFUSED IN USA" and "DIFFUSED IN TAIWAN" is missing?
And on the right side you can see something "under the plastic" is it thermal paste?

Is this normal or should I try to return the processor to the store?

It is fine. The diffused in Taiwan is removed since some months now:
