I have 8gb but only 5.9 is useable
I have a hp pavilion gaming desktop. With a Ryzen 5 3400g and dedicated gtx 1650. But the problem is that it says I have 8gb ram but 2.1 is reserved. My bios is uefi bios.

Go into the BIOS/UEFI. Look for "UMA Frame buffer Size". Reduce the buffer size. The BIOS is reserving 2GB of main memory for the 3400g.

HP locks the Advanced BIOS Tab on some (or most) of its computers. There are a number of threads on the HP forums - which discuss the matter. Users complain that HP deliberately castrated their BIOSes. HP (or an OEM) set the UMA Frame size to a fixed/unchangeable 2GB. You're probably out of luck. You may wish to stay away from HP products in the future.
