How to safely increase the single core speeds for a RYZEN 3900X?

My rig is:

Ryzen 3900x

MB Aorus MAster x570

64GB ram corsair vengeance rgb pro 3GHZ PC4 24000 non ECC

GPU rtx 2080 super evga

I have the latest chipset driver

Power plan is AMD ryzen balanced

My system in idle is among 3.3 to 4.2ghz and my temps among 38 and 44celsius (Always changing, is this normal?)

In full load, I have no more than 4.08ghz  all cores and my temps among 60 and 65. (Again, Is this normal? why I can't get more than that if in IDLE my clock speed reaches 4.2ghz!!!??)

I'm really newbie so I appreciate any guidance on this.

Looks normal to me. Boost clock speeds vary based on temperature, power, and load level, so you're not going to see 4.6ghz unless it's a single thread application, the chip is under a certain temperature, and power consumption figures are under a certain amount.
