I saw interesting offer on CPU (PIB). It's in a BOX, sealed and have got nice price. However it's a store on local platform similar to eBay, but it's not generate it's own documents. I am not sure that AMD may accept documents from such store. It's not such big or official like Amazon or Newegg or maybe Microcenter. Maybe there some article of this situation?

If the AMD Processor comes in a official Retail AMD Processor box and the vendor gives you an official Customer's Receipt with the Vendor's information on it and date you purchased it and price it should be accepted by AMD Warranty. Not handwritten but printed.
Ask the Vendor if the AMD comes in a Retail AMD Processor box and what type of Receipt or Vendor's documents you will receive for Warranty reasons if you purchase the AMD Processor from them.
See if the local platform similar to Ebay gives you an Official Vendor's Receipt like Ebay does.

Yes, i was able to find only Warranty RMA form.
Country is Russian Federation. I saw that form don't have my language, but it's O.K.
AMD Service Request should be able to answer you question concerning the Warranty documentation.
Under Processors, it has Warranty category.
