kind of scared to even try to boost this thing.
as for the obvious yes the plastic was taken of the cooler, yes paste was applied, yes its touching the cpu lol.
do you think i need to RMA this thing? its brand new.
my old R7 3700x never got close to this hot.
The 5800X has a TDP Rating of 105 watts which, in my opinion, you need a CPU Cooler rated at least 150 Watts to keep your processor from running hot or overheating (At or above 90c).
So if the highest temperature the CPU got was 70c that is very good. It is 20c below its maximum operating temperature of 90c.

Run OCCT CPU, GPU, & PSU Stress test and see what type of temperatures you get. If it doesn't go above 80c the CPU Cooler is doing its job.
But if it reaches 90c or above then you need to check the installation of your AIO CPU Cooler to make sure it is installed correctly and everything is working (Pump, Fans, Radiator).
Also need to make sure you have good air circulation inside your PC by removing the side panel and see if temps are slightly lower in average. If it is that indicate poor air circulation inside your PC.
NOTE: The 3700X has a much lower TDP rating (65 Watts) than the 5800X so temperatures would be much lower on the 3700X than on the 5800X using that same AIO CPU Cooler.
Compare the temps. with hwinfo64.
And what windows power plan are you using?

If you look at my post from yesterday I did a stress test with Cenebench R23 and on all cores it hit at 93-100% full load did not go passed 83c(abit on the high side), the the average was 72c to 81c throughout the test, on single core average 59c this was all in 20 mins to 30 mins. I am using the https://noctua.at/en/nh-u12s-redux cooler with their extra fan kit. You may need to change your cooler. Is your BIOS bang up to date.? your current cooler should work though with it been a AIO. How is your fans set up in your case? Can you send a picture of inside your case so we can see the layout?
