choppy freezing specifically with game open but not focused
(posting in processors because it wasn't fixed with reinstalled gpu drivers, and task manager shows very high cpu usage when exhibiting this behavior.)
This started yesterday morning, after waking my PC up from sleep. (yes I reboot pretty frequently too)
I haven't tested a lot of games, but so far i've found that Rogue Legacy 2 and Kovaak's aim trainer exhibit this behavior.
When I have certain games open, but I click off of the game or alt+tab away from it, my computer will completely lock up for about a second, once every second. Like frozen sounds and every thing, almost like it's about to BSOD. However, if I have a full screen youtube video on my 2nd monitor and click over to that, the freezing does not occur until I un-fullscreen.
It somehow also behaves like this when opening a video in windows media player, as I just discovered after testing the link I posted.
While playing Rogue Legacy, my CPU usage is about 20%, but as soon as I alt+tab, it goes up to 50% but only there, not maxing out like I thought it might to act like this. I have the Ryzen 7 5800X, running windows 10 64bit, and 16 gigs of ram across 4 matching sticks. Not sure what other relevant specs to share or how to get relevant logs.

Took me a hot minute to parse what I was supposed to do with that (my fault, no experience with anything relating to regedit) but that was it! thanks so much. No idea why sleeping the machine would suddenly, irreversibly cause a problem like that.
