Just wanted to know if we could run the AMD EPYC 9654 processors continuously in the All Core BOOST mode thereby utilizing a higher clock speed of 3.55Ghz vs 2.4Ghz in base clock frequency mode.
So in High-performance computing, whether the TFLOPS calculation is based on All Core BOOST speed frequency of 3.55Ghz or Base clock frequency of 2.4Ghz?
How does it vary if the servers are air cooled or water cooled
