BSOD with 7950x3d and rog strix x670e-i

Hi, so I'm getting constant BSOD with an r9 7950x3d and rog strix x670e-i on default settings. I thought the issue was the motherboard, but after switching to an asus strix b650e-i (itx) board, the same problem persists.
 
Some of the error messages I've collected from the blue screen of deaths are:
memory management
page_fault in nonpaged area
pfn list corrupt
critical process died
 
After rebooting many times and quickly installing drivers and updates, I no longer receive those BSOD messages, but instead, every ~10 minutes or so, I get this crash message:
irql not less or equal (ntoskrnl.exe).

What I found was turning off CPU Performance Boost completely solved the issue. However, it appears in task manager that the chip is only running at 4.1~4.2Ghz (base clock) and was not getting any higher frequencies, when this is disabled. I am not good with overclocking/undervolting manually, especially with the layout of this bios. Is there any fixes for this, or does anyone have good values for a bios config? I do not wish to overclock my cpu, I just want it to run stable with stock settings and the occasional boost when I need it.
