This is a known problem in Linux, as Phoronix showed Ryzen 3000 processors under Linux pull more power than under Windows.

in this post it is mentionated that this problem is related to zen 2, the cpu I have is zen 1 because in laptops the 3xxx generation is zen+ yet.
but.. why can it be? this is the amd official comunity site.. I thought that would be better to ask for here

This is a user to user forum, and most users here do not have experience with Linux, hence why you should ask on the Phoronix forums.

it may take a while for the team to fix the kernel so it's not such bad looking
could be that gcc needs to be modified to generate better code with the new cpu cores
